Viral, I believe Jeroen would be the best person to ask for development. We rebuilt profile_manager plugin a few times in the past, this is fairly easy task. The problem is when modifications are too extensive, plugin becomes incompatible with future versions released by Jeroen. You need to develop an elgg plugin which reads the csv file and using these datas with the elgg API you can easily create new groups. This is not a tough thing to achieve, if you are expert with php and you know how elgg works.
Yes as the Webhgalli, said. It is quite easy. Only thing you have to do is just read the CSV file, Then make new istance of ElggGroup, Set the title, description and accessid. And according to me... set all the columns as METADATA.. Finally save it.
