Note that by default XHR requests don't get Location header in response in favor of JSON output (forwards are not allowed fir AJAX), so it might be the case.

Also it could be some code tapping to forward plugin hook and blocking your forward:

elgg_trigger_plugin_hook('forward', $reason, $params, $location)

Thanks Mohammed. I resolved the problem. I haven't enabled the webservices plugin in the administration. I enabled it and it worked fine.
