Have you really tried all the suggested solutions? What happens when you upload a new image?

Sorry. helping with knowing any details simply does not work.

• Are the old files still in the data directory? If yes, have you checked and double-checked file and directory permissions, owner and group settings of files and directory? Have you checked path settings in the database for the data directory - complete path must match?
• Does neither avatars, images in the files section and possibly pics uploaded with Tidypics show up?
• Does it work or not to upload any new pics - avatars, to files section or via Tidypics (if used)?
• Is the php GD extension installed on the new server?
