GoDaddy support team told me that javascript is not available on a free Economy hosting plan. This should be the reason.
It's really hard to point out the problem here. I know that I've seen problems when servers are overloaded. They serve an empty css file that the browser caches. It's quite possible that Elgg is too much for this server - especially since it is the cheapest possible! It's also possible the ads they are serving with your content are causing problems. Either way, you'll never be able to run an Elgg-based site on such a server.
