I have the same problem. If you make them admins it works. My set up is running in a subfolder on a macpro using mamp pro behind our (hospital) firewall.
I can't get beyond the login screen never mind to the admin panel....lol (frustrated laugh).

I ran a complete new install....same thing after a few days.
I checked the error logs on bluehost and it seems elgg is running to many requests???
