It would be fairly easy to write a plugin that does this. An example of highlighting only a single aspect of Elgg's tools is our blog: http://blog.elgg.org/ This is highly focused on the blog. That's accomplished with a plugin.
If you are comfortable digging in and doing some custom development, you can definitely do this with Elgg. I think most social networks scripts are going to be activity focused, so you'll probably need to do some amount of development for anything you pick.

I'm one of the core developers. I don't understand how PHP can not remove them. What's the code look like?
If you're on shared hosting and absolutely nothing works you'll likely have to ask them to delete it for you. I'd then recommend finding another host that has suexec set up, or even better, get a cheap VPN.

If you delete the simple cache files they will be regenerated. If you're running an active Elgg site there's no reason to delete these files.
