Michelve, I built a plugin to shorten links in Elgg, you can find it here. I believe there's a version of this plugin in the repository as well.
elgg.com is run by Curverider, who, until recently, used to be the 'owner' of ELGG. Now it is owned by The ELGG Foundation, which consists of a multitude of developers, many of them from Curverider still.
If someone with more knowledge about the subject could fix/add on to what I said above, that'd be great.
I am pretty certain that what you want to do can be accomplished with a somewhat simple mod rewrite line added to the .htaccess file. I think someone within the last couple weeks posted how to do that on these forums, so try searching around a bit for it. Good luck.

First, it's "Elgg." No caps :)
The Elgg Foundation will take over development of Elgg. The only previous Curverider employee in the foundation is me. Everyone else involved in the foundation is unaffiliated with Curverider.
