Each plugin determines who can do what. There currently is no standard Elgg roles and permissions system to allow you to decide that yourself.

And to add - yes that is very annoying. But I don't think it will change until someone steps forward and funds a system to add proper roles and permissions to Elgg.

I really like ELGG especially because of ajax, it has so many possibilities.
