Create your own theme/plugin and customize files in this folder: views/default/river/elements/

• body.php
• image.php
• layout.php
• .....etc

Copy from Elgg core to your theme and play with it on localhost.

It's easy.

Just look at our russian community what we did with default Elgg views:

htmLawed

I believe what I need is allowing htmLawed to allow javascript only from certain sites.  In my case, Youtube, vimeo, and soundcloud. 

How would that be done?

You should abstain from modifying htmlawed rules, you will be exposing yourselves to security risks. Look for oEmbed solutions, alternatively check out hypeScraper on github.

Here is a plugin that allows you to insert video link Youtube.com, Vimeo.com and video FaceBook in the BLOG, THEWIRE, BOOKMARKS, PAGES, FILES, DISCUSSION, COMMENT and others in the plugin configuration.
