I'm trying to install Elgg latest version on my windows server 2008 r2 with IIS. I'm now at the point I need to convert the apache rerite rules to IIS. I do as it is said everywhere to importe the htaccess files, to remove the / before _ on every line that I see it, but it still doesn't work anyone got an idea how I could make it work please?

I don't have experience with IIS so can't help you, but have you tried searching Google? There are some relevant-looking results: https://www.google.com/search?q=elgg+IIs
Also, it will help to troubleshoot if you give the exact errors you get.
