It looks like you need to ask your sysadmin for help (or if you're the sysadmin, you'll need to learn how to configure apache - see http://httpd.apache.org/docs/2.0/mod/core.html <Directory> and AllowOverride sections). Make sure you understand how Ubuntu uses virtual host configurations (i.e. sites-enabled).
mod_rewrite is a common requirement for a lot of php scripts so you'll want to understand how AllowOverride works.
