There have been occasional reports of this type of problem with the messageboard when using PHP as a CGI process. It is not consistent (this site runs PHP as a FastCGI process).

There was a way that people figured out to get it to work, but I don't remember the details. I know it is documented on this site in at least two places. You might try doing Google searches for CGI messageboard and site:community.elgg.org
