  There is a bulk user import plugin called CSV User Upload. You should be able to export you goolge contact as a csv and uplaod it to this plugin.

I am working on a functionality where user can change themes on the elgg website... I am not sure how to go about this approach in elgg 1.6... how to override the default css to achieve this fuctionality ?? Thanks in advance

  I really recommend upgrading your Elgg to the latest stable version. Elgg 1.6 hasn't been supported in ages. Even the support for Elgg 1.7 will be dropped soon.

I am working with elgg 1.6 and I need to implement the functionality of personalized theme for every user.. The theme should change based on the user. Please advice on how to implement this feature...

  1.6? You should upgrade at least to elgg 1.7.x for security reasons

  Didn't noticed you were on elgg 1.6. Staying on 1.6 is not adviced. Better upgrade your system to 1.8.18.
  The above API is not available in Elgg 1.6
