I think you are running into Elgg's permission machinery. Unlogged-in users (or any user actually) do not have the right to create content under another user's identity.
There is a way around the permission machinery using the permission check events.
Eg. take a look at the start.php file for the OpenID client to see how this is done.

that was exactly the problem.
I'm working on it and will post finished code here for future refence.
Actually, I just noticed that this is in general with all the pages,
it doesn't matter who I grant access too, if it is public or not, I have to be logged in to read them.
In case it helps anyone, the problem that I had was that I added the rate plugin, and the gatekeeper function it used redirected users that are not logged in to the main page, so I just fixed that.
