The 3 main things are.
1. Must register to create an account. Can view but must regsiter to contact member.
2. User profile where they can include a picture of themselves or logo of their business (any graphic really) as part of their profile. Complete contact information such as address location, phone number, email address and website link(s).
3. Ability to send email to member. Internal private message would be nice but not absolutely necessary.
4. Shows listing of new members joined with links to their profiles.
5. Ability to comment / rate or review a members listing / profile.
6. System counter would be nice that shows total members.
7. Nice to have but not manditory. Classifieds where members can list items for sale.

Almost all of the features that you are looking for can be handled by various Elgg 3rd party PlugIns ;-)

@Dan : many things are available with a simple elgg installation. Others can be achieved by the plugins available free here. And if you need more, you can easily customize elgg to any extend.
