Ok, you need to talk with your hosting tech support to solve this situation. I think the problem is not elgg related.

I really don't want to sound like a jerk but you have got to drop 1and1 if you plan to do anything other than simple webpage hosting. We had them years ago and as soon as we started to try to do anything cool their fast-food way of doing internet hosting got in the way and resulted in dozens of hours waisted trying to run down strange errors. Their tech support is bordering on useless but they are cheap.
If you're like me you don't want to pay anyone anymore than you have to. I can suggest you try Hostpapa (that is who we switched to). They have both Canadian and American servers so if you're worried about SOPA/PIPA you can host the information in Canada. They're a real hosting provider rather than the toy that is 1and1 and they're just about as cheap if my memory serves. Anyhow, I'm sorry to hear your with them and I hope you get away as quickly as possible before they cause you any more headaches.
I'm using 1and1 Business, its fine, i have lots of plugins running and lots of customisation, on reading reviews of providers maybe i didnt choose the "best" one for elgg but my site works great. maybe its the build i dont know. Used SSH for everything and now use filezilla for droping in plugins, editing, renaming etc etc.
your ssh admin login will be something like u8423492384@www.website.com and that will take you directly to the site folder. i had issues with redirecting to the html folder etc but all good now
It will work on 1and1 , Good Luck
