silly question but have you tried clearing cache and reloading your page to ensure it's not cached some where (quote of the day that is)
I can confirm that the cache is cleared on the browser; either the cron job isn't running, or the code as written isn't updating the page.
Any idea why the cron jobs will not show up xxxx.com/pg/cron/weekly blank page caches all cleared

The favicon lurks in the root of your elgg... whatever you create is placed there and picked up automatically by any visiting browsers.
A simple web search for creating favicons would have found the following...
http://tools.dynamicdrive.com/favicon/
Incidentally the line that you are supposed to insert into the html is not neccessary these days as most browsers find it automagically.
