Hi Ray, I had to deactivate the plugin.  It took me a few weeks to figure out that it was causing the activity page to slow down, a lot.

@JB.  Works in 1.8.01.  I must have had an incompatible/conflicting plugin in 1.7.11 or I had corrupted my copy of elgg. Thanks. +1.

@gillie.  Okay, I've tested target-blank on 1.8.01...and...it works. :).  And it is compatible with embed extender also. I must have had an incompatible plugin or had corrupted my copy of 1.7.11. Thanks.

@Evan thank you for this plugin. My spam problem has gone to almost zero. One was able to get through in bookmarks only.

@gillie yeah, did not work for me in 1.7.11 but have not tried with 1.8.01. Yet.
