Thanks - tried that, and am still getting:
Fatal error: Call to undefined function elgg_register_event_handler() in /home/greaterb/public_html/elgg/mod/upload_groups/start.php on line 37
elgg_register_event_handler() is an essential core function, not sure how it couldn't be defined.
Try disabling all mods by creating folder in your mod directory called 'disabled' - then you can enable/disable them at will without them actually loading to see if it is actually due to plugin (though I can't see how...)
If you still get that error then it's not plugin related, you may need to validate your core code.
Are you sure you are on Elgg 1.8.X? are you able to enable other plugins? Try replacing your code with a new download of 1.8
