actuall I mailed vasco two times regarding these features, but he didn't reply. Therefore I'm looking for other ways to get it done.

sorry for not answering to your email. We're currently working on multiple projects. Since I get hundrets of emails per day, I had to focus on the ones from our current clients first.
A feature of displaying all users is already available in commercial version of vazco_gmap plugin. We can code in a map that will display users from a given group quite easily as well.
Search feature is already in the commercial version - you can input a given town and map will focus on this town. Then with zoom you can select the area which you're interersted in and a list below the map will be updated. I sent you a demo of this mechanism in email. You can view a simplier version of members map, without search mechanism, on our site:

If you need some additional modifications, please let me know on email and I'll send you an estimate. We can quite easily extend the google maps plugin.
ps. You don't need to pay Google to use map service - at least not unless your site makes millions of queries to Google Maps per day.
