Is it a Login page (site.com/login) or Index page with login form ?
Looks like you're using walled garden.
To edit the background (etc) of the login page.
I put the html here:
my-theme/views/default/page/walled_garden.php
...and the css here:
my-theme/views/default/css/walled_garden.php
