It seems the core css files are not loaded. Try disabling all thirdparty plugins and themes.
Looks to me that you have a language file problem.
Did you change something manually in your language files?
I've seen it before that it breaks the CSS if there is an error in your language file. Can you check the error logs?
CSS seems to be there according to the source file of your website though, but my browser console is giving an error on your English language file.
Could also be due to a javascript error or similar issue. Have you tried it will all 3rd party plugins (including your site theme) disabled? Does the site layout load then? If yes, the error is due to one of the plugins and you need to figure out which one before you can look more closely at the code of this plugin to fix the problem. If it still does not work with all 3rd party plugins disabled, have you moved your site to another server or made any other changes in files recently (supposing the problem wasn't there since you installed the site already).
