It looks like you have a spotty connection to your my sql database. Try logging in to it manually and make sure that works.

moving just the *user is not so difficult with some good elgg internals know-how - both the entities and users entity table rows need to be copied - but without the guid# -> b/c that is auto generated --> need to cater for that to be left to elgg's core to handle => which makes this feature a "logical" export/ import of data.
You can't simply copy and add the DB tables to another install. You need to develop a plugin using the elgg API functions using whihc you can easily transfers users from your current elgg installation to any other installation. The users need to be created in the elgg way. You can have a look at the elgg wiki's for plugin development and the register.php of actions folder to see how users are created.
actually... LOLZ ;-O --> can simply copy over the tuples to a new database while catering for the guid# auto-increment at the same time without messing around with too much bloated code -- it just takes a little somewhat.. bit more Elgg/MySql know-how ;-) ps:- @wb I've done this abut 2 mill times, including for *some *one other well known elgg developer ;-P
