Shanna, this kind of problem is almost always caused by a third party plugin. Such an obvious bug would have been reported by zillions of people if it was really in the core code.
(Unless, of course you have modified the core code in your install, but you wouldn't do that would you?)
So disable your third party plugins and then re-enable them one by one until you find the one causing the trouble.
Login to cpanel > filemanager and right click on the folder, you can change the permission that way. Or use an FTP client like filezilla, browse to the directory and rightclick > change its permission

Ok, I am still getting teh same error message when I am in Vanilla Forum inside my ELGG site trying to change the settings and I am still getting this error message:
"Forbidden
You don't have permission to access /elgg/mod/vanillaforum/vanilla/settings.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request."
I changed the permissions to the conf folder, so that shouldn't be a problem anymore. Any other ideas about what mgiht be causing this?

Ok, after downloading it, decompress it and put it on the mod folder of your Elgg folder. After that, go to admin settings -> administration tools and look for the plugin. Click on enable and the pluginwill be activated.
