hmmm so in the root you have one site and on a subdirectory elgg?
That shouldn't be a problem. What do you have on 'playground'? is it an html page or another CMS?

on my previous shared hosting ~ used to have lots of subfolders and subdomains on my root dir, no issues - my (main) root dir was non-elgg; all elgg installs used to live in subdirs.
What's the error?
Why do you need the privileges tab in phpmyadmin?
You shouldn't need to edit anything in the database, all you need to do is create an empty database and supply the username/password/databasename to the elgg installer

Godaddy has an automated installer that will install elgg for you. Try that instead of doing it manual.
