I got stuck in a loop on this page http://my.elgg.com/install.php?step=requirements it kept telling me there was something wrong with my .htaccess and my AllowOverrides were not working. I tried all manner of things to try to fix it; folder permissions, php editing, CLI install, duplicating an existing site.... but with no success.
Finally it turns out that if you just move on to the next step by entering http://my.elgg.com/install.php?step=database into your URL window it works fine anyway.
I'm adding this in the hope that it will help somebody else avoid wasting a whole day hacking their site to pieces.
(replace my.elgg.com with your own domain name) :-)
also I have a similar problem, but in my case PHP The PHP open_basedir directive may Prevent saving files from Elgg to ITS data directory.

I understand I should not do please explain more clearly or accident will not have video tutorials where you solve the problem would be more practical
