Sounds like Google groups.
I think that this would be a significant development job but could be an interesting plugin if it is developed.

w/r/t your 'name' <EduPow> (education related?) what scenario are you looking at this group comms ?
My perspective is because for my (our) major slant - we have School internal only sites => so we are trying to create group (class/ project) oriented tools.

We are working on an initial integration of Sympa ( www.sympa.org) and Elgg, but I do not even know if it is fair to say that it is an integration. We are making single sign-on work between these two applications as well as Moodle & MedaiWiki using CAS (Central Authentication Service spun out of Yale http://www.jasig.org/cas ).
Sympa is an open source emial listserve tool used by many institutions that basically gives you a private label version of Google Groups on your own server plus a lot more feature capabilities and integration options.
But, I have to warn that this is not a light task. Just coming up to speed on using Sympa has been a lot of work, let alone the time the team has spent getting through the initial learning curve that comes with CAS with plenty more left before we can even claim to feel confident.
After we get this initial single sign-on working, we are then going to look at what points of integration are possible. I need to temper expectations because we do not want to take on a massive integration effort. We have plenty of work ahead of us just getting solid on using all four platforms together.
At this point, I would be happy if we got the set-up going where when a new group is created within Elgg, that it also creates a new email listserve within the Sympa platform and a plugin to show the archives within that listserve as a tab in that particular Elgg group.
Assuming time makes it possible, I would expect us to create some place online to post what we did, any particular useful insights, and the work itself.
For now, you might want to start by checking out the Sympa community. They are a very helpful and active community.
