Enables a fixed (-> always visible) menu that slides in as soon as you hover over it.

Required plugins are:

• Menuitem for 1.8.1 (http://community.elgg.org/pg/plugins/project/818545/developer/_13net/menuitem-for-181)

You can adapt the css/js to your own needs for example if you want the menu to be on the right handside.

Known Issues: Got a "padding" css problem on menuitems with icons (they only ajust in the proper way when hovering over it for the first time). Fix: Do not use icons for the moment.
