This is an upgraded/enhanced version of an old Curverider plugin by the same name (adminshout).
This version is for Elgg 1.8.1.
Admin can send a notification to all members of site through the admin interface.
Group owners (and admin too) can send notifications to their groups from a button on the frontpage of the group.
This is NOT very well tested, and not on more than a few users. So test it before unleashing it on your users :-)
