It wokrs well under my UTF-8 environment. However, as I try to change the language to double-bytes language, it fails to effect. However, I still think it's a good try to integrate the chat to Elgg.

I have an issue with this plugin where it shows to forms of the one page with the topbar located at the very top and then another page saying "Cannot find page" at the bottom with the topbar and everything. Is there a fix for this issue?

The issue witht he version you have liked me to is that it does not show the chat window or even allow people to type anything in the chat box. Hence why I was using this one.
