I've noticed this my 1.12 site (and earlier): when users join a group, their group notifications are set to their personal notification preferences, even if "Automatically enable group notification on group join" has nothing checked in Admin->Settings->Group Tools.
Is this the expected behavior? Does the above Group Tools setting just 'OR' the value of the checkboxes with the user's personal notification preferences?
