This is Phil's Tinymce Extended with the extra button for RTL directionality needed for RTL languages.
I did upload this last year but it seems to have disappeared along with other plugins I uploaded.

PLEASE NOTE: If using Jeroen's profile manager, any exported "long-text" fields (long text uses tinymce) will also export the rtl html tags.
