Replace lazy loading of Elgg widgets for better performance

This replaces Elgg's lazy loading of widgets. Using this can lead to a substantial decrease in load on your server when viewing a profile page with multiple widgets. It has only been tested with Elgg 1.7.x but it should work with 1.5 and 1.6.
When using a theme that overrides the widget views, you may need to update the widget views to keep the modifications. This is highly dependent on the theme.
