This person deleted the plugin from the community site, and as this is GPL the code should remain available.
Works fine for me 1.5, 1.6, and 1.7 without changes so I am pretty sure this is exactly how it was when I downloaded it.

This Plugin work with the Javascript Code from => Dynamic Drive
Install:
Upload to /mod Folder
enable in admin tools
Button (image) change:
Go to => Your_ELGG/mod/scroll_on_top/views/default/scroll_on_top/js and open scrolltopcontrol.js...
on line 11 you find the path to the image:
controlHTML: '<img src="../../mod/scroll_on_top/graphics/arrowgray1.png" style="width:59px; height:45px" />', //HTML for control, which is auto wrapped in DIV w/ ID="topcontrol"
Tip:
If you have a non standard elgg installation, you can overwrite "../../mod/..." with the absolut path of your ELGG Site!
