繁體中文Traditional Chinese Lauguage Pack for V1.8/V1.8.1 (plus V1.7 & V1.7.1 version)

- Request to become the new maintainer of the plugin
The whole sites, as well as all build-in plugins, have been translated into traditional Chinese.
Most of contents have been translated into traditonal Chinese (or say, BIG5). It's compatible to V1.8 and V1.8.1.
However, I do encounter some issues:
1. There is nothing shown in the "more" menu for IE verison? Under Chrome, it works well (resolved by V1.8.1 now, no more a issue).
2. 3 titles of sub-times in the administrater panel still display English text. No idea why? -> Well, the titles were maintained in the menifest.xls, not in the language files.
繁體中文版(Big5)的語言包, 幾乎所有的內建插件(Plugins)也都完成中文化; V1.8.1的版本, 均使用UTF-8編碼.
