Automatically set notifications when users join a group; also includes an admin script to set notifications on existing memberships that have not had notifications set.

This plugin uses site-wide pluginsettings to automatically set default notification when a user joins a group.
It also includes a script to retroactively set group notifications for existing group memberships for which the users have not already adjusted their notification settings.
