@Makkintoch most forum programs restrict moving posts to admins. It takes two small modifications to allow anyone to move the posts.

Just try http://community.elgg.org/plugins/736791/2.4/group-tools
In there you can to find move post feature too.
Use it for moving ALL content (posts, files etc) from one group to another
