This release includes the fix by @FredB who identified the fact that without &oe=utf-8 appended to the URL any characters outside the standard range (i.e. requiring the use of UTF-8) caused the call to fail.
No other changes are made, but hopefully this release will solve the issue of those people experiencing this problem.
