This plugin provide a view (http://yoursite.com/pg/directory) for listing users, groups and other objects with a letters bar for filter user using the firs letter in name like a directory.
The results are paginated.

You'll get troubles with 8bit (and more-bits) letters AFAIS

At the moment you can change the way of generation of letters. See views/default/directory/entity_list.php line 23 And change the range like you need it.
And if you know a better way to internatianalize that please tell me. I'm thinking create an array in start.php for setting that....

Dyou mean it displays users on the site in a manner similar to Friend Collections, or is this something that refreshes the entire page when I go to, say, the letter "D" and organises members alphabetically?
This refreshes the whole page and organize the members (or the object that you want to show) alphabetically. ;)
