Can this plugin be used with 2.3x by changing the requirement in in plugin manifest from 3.0 to 2.3x or there is more to it? I would urge you to to release one for 2.3x  and consider the following suggestion(s):
The plugin should integrate with The Wire where there would be a simple button like:

Hello, even putting the key api Google maps, and activating javascript and place, does not load the image of the location, it shows this message.

This page did not load Google Maps correctly.

Not! I do not use Elgg 2, I'm with version 3.0

I guess 3 is better than 2.3

You should check your browser console, there are surely additional details about the error. Then you may find answers in google docs:

Great that you made it work. A smaller icon in the activity stream might be a good idea.

Yes! showing photos in the flow of activities, makes the site more beautiful and modern

At some point, but keep an eye on github, minor changes will be added there.
