Prevent notifications v1.12
Release Notes
Notifications API had important changes between Elgg 1.8 and 1.12 : this required changing the notification blocking process, in a more standardised way:
- rewrite blocking method : use enqueue, notification hook
- added default setting to "no" in embed context
