Do you mean you get an error message ("plugin missing") when you try to disable TheWire Tools?
I guess he rather means the error message shows up when the Wire plugin is already disabled. The question is how this would work (from the plugin list) as the Deactivate button of the Wire plugin should be disabled as long as the Wire Tools plugin is still enabled.
@Jerome Bakker if plugin The Wire (Bundle elgg 2.3) disable, plugin The Wire Tools show notif "plugin missing". if two plugin Wire enable The wiire must disable The wire tools.
