Only allows users to register who have a invite url.

This plugin checks to see if the invite url parameters are set and if they are it checks them to see if the parameters are accurate. If the invite url parameters are not present or incorrect it will throw a error telling them that registration is by invitation only and to please check the url in the email they recieved.
This is my first Elgg plugin, I made it in a few minutes but believe it to be bug free.
