It extends the widgets layout view. It doesn't hide it with css.

I experience a conflict with the Homepage_CMS plugin (http://community.elgg.org/plugins/968182/1.2/homepage-cms) which is used for index layout. When 'Add Widget only for Admins' plugin is below that plugin, the index layout is crooked. When it is above it, then the "Add Widgets" button remains visible. regards.

Not working on elgg 1.8.12. It doesn't allow admin to load widget but the add widget button shows for only admin.
