Adds a dropdown menu to the topbar with all the members

Adds a new icon ("user" from the Elgg sprites) to the topbar, where a mouseOver shows three columns with all the members' icons and names (intended for small sites).
The members are ordered alphabetically by name and the limit is set to 50 to prevent flooding the screen.
