I downloaded this today (and the framework) and got this at the top of my plugins list:

LiangLeeThemeDesigner (guid: 117) cannot start and has been deactivated. Reason: Cannot include start.php for plugin

It actually did activate it (but still had the warning) and got the settings page.  I changed the header color (worked).  Then I deactivated it, to come here for suggestions and post this comment, but my site page went blank with: 

 Fatal error: Class 'LiangLeePath' not found in /home/clydek/public_html/mod/LiangLeeThemeDesigner/start.php on line 12

had to delete it in my CPanel mod files to get my site to load again.

Any suggestion?  (I'm using 1.8.16...maybe that's it?)

@Clyde K Make sure this plugin is below LiangLeeFramework and also make sure you are uploading all files for LiangleeFramework.

on elgg 1.8.16: if using tabbed profile plugin, hide/unhide topbar icon only works on first tab of any profile. and not at all for dashboards

also on elgg 1.8.16: header background color remains default theme color.

  This plug in is full of bugs..Try again.

Ok I got past Clyde Ks problem by placing this pluging after the framework plug in. But when I activate the plug in it gives me this error. "Parse error: syntax error, unexpected ')' in /home/wbear/public_html/thecommune/mod/LiangLeeThemeDesigner/languages/en.php on line 48"

and pretty much shutsdown my homepage untill I remove this plug in.

how about enabling changes to the font color used in the body?

@Wandering Bear make sure you are using latest version, we didn't got any error in our system and also there is no error refered to en.php at line 48.

Can't seem to get it to work on 1.8.17...the old blank white page.  Anybody else?
