When you want to signal or simply remember a web page you can copy its link in a bookmark. You can set its visibility, and consequently the possibility to comment on it, to "private", "friends", "logged in users" or "public".

When you want to signal or simply remember a web page you can copy its link in a bookmark. You can set its visibility to private, friends, logged in users or public. Who sees your bookmark can comment on it and/or subscribe to receive notifications when members post new comments.
I don't think the subscription is a core feature - there are a few plugins for that (one of which is mine)
