Supposedly elgg/starter project has the basics of installing elgg as composer project, but i am a little confused here what information do i need to put in it to get elgg installed with composer.
What is standard doc install, I have tried to find info on this of course I haven't had any luck. Someone please explain this to me.

Try this instead of using composer (though I personally use it in my projects).

You need to give more information on what you have tried and what errors you are getting. For instance, you said:
"At one point i thought i had it figured, but i kept getting an internal server error. Can't seem to get this figured out. I have tried different things."
Instead, you could say:
"I am trying to setup elgg for testing locally on macOS, Windows, Ubuntu etc, where do i start?"
OR
"I have LAMP or MAMP stack running locally and elgg is installed using composer as stated in the documentation but i kept getting an internal server error"
OR
"I am trying to use elgg_webserver docker image and i have configured my docker-compose.yml file with docker installed for macOS, Windows, Ubuntu etc but getting an internal server error"
Sharing specific details on what you want will make it easier for you to find help and less frustrating for you and whoever wants to help out.
