Which version of Elgg do you have a problem with? If you refer to either Elgg 3.0.6 or 3.1.0 then upgrade to 3.0.7 or 3.1.1 respectively where the issue is most likely fixed.
There are no new releases without any new features or at least bugfixes. The developers surely have better things to do than wasting time with making a release NOT having anything new. If you want to know what's new you can either read the announcement in the blogs or the changelog file coming with every release. Then you can decide before upgrading if it's worth or not.
