I don't understand - there should be no user cookie if you are not logged in. Where is this cookie coming from?
Well, the elgg site is a subdirectory of our regular site at www.portical.org (elgg is in www.portical.org/social/). I could move it lower down in the tree and put an alias to it, if that would assist. Any ideas appreciated.

Do this change htaccess_dist to .htaccess and your problem is solved.The .htaccess was lost during transfer.I faced this problem some time back and it solved it.
